Default Programming a new Smart Card fails

I've got myself a programming cable and a copy of Techstream, and I wanted to try and program a NEW (not used) smart access card to the car (2007 LS460 L w/ radar cruise option). However, I am unable to do so - I follow all the steps to the letter, but the programming fails. I'll describe in more detail:

First, I move all keys, cell phones, etc at least 5 feet away from the outside of the car before starting the procedure. Then, I turn the car to IG ON (not running) and hook up the programming cable and connect with Techstream. I'm able to automatically pull the VIN and model info, so I know that is working.
Next, I go to the Smart Access programming section in TS, and choose the option to register a new key. It gives me a detailed rundown of the process before I start.
Then, I start the programming procedure. Within 30 seconds, I touch the old key to the car's start button, and the car beeps as expected. Then, I move the old key away from the car and bring over the new card, and also touch it to the start button, and again the car beeps like it should.
The last part is where it all goes wrong. TS tells me to put the new card on the passenger seat to complete the programming. I do this, and the process times out without actually finishing.

I have tried repeating this with the car in ACC mode, as well as with the car completely off. Nothing so far has worked, and it always fails at the last step where I am told to put the new key on the passenger seat.

Help! What am I doing wrong?

I will do this next. Although all the instructions were contradictory on whether the car should be OFF or in IG ON or ACC, they all seemed to agree that it shouldn't be running so I didn't try that yet.

Programming the keys with the car running also did not work. I used the transmitter test function to see whether all the key detectors worked, and it seems that they do. Any other things to try? I hope trying too many times won't cause any problems either.

There are a couple of things you should consider:

1. The battery in your new Smart Access Card may need to be replaced.

2. Your car's key memory may be full.

Thanks for the link. I did indeed read that thread, as well as several others before attempting to program my new key. It appears that that thread is geared toward those that have existing keys that have already been programmed once.
My new card was purchased directly from Sewell, so I assume it has a new battery although I can try replacing it as well. It would appear that the battery works because the car beeps when I touch the new card to the start button during the programming process, but that could be because it has some way of communicating when held nearby even with a dead battery.

I read in another thread that someone was able to program their GS with a card that didn't even have a matching FCC ID. They determined that a certain part number on the inside had to match, not just the FCC ID. That being said, I can't really take apart the smart card to see the circuit board without damaging it.
I did notice that the FCC ID is slightly different; it appears that a card for the 600hL was ordered because of the blue logo, instead of the "normal" card with the non-hybrid card. I assume that it should work regardless, since the car recognizes the new card during the first part of the programming process.
Any other possible pitfalls?

Very interesting thread for sure. I have techstream as well for personal settings changes but would like to update my nav map software but no clue on how to do it when I get my USB..I think this is still a dealer only deal

You can't. It requires a dealer-only map file and a special interface tool.

The part that beeps when you touch the switch is implemented with RFID technology so there is no battery associated with that. The part that has to be learned by the car is through a process in which the car is the interragator and the new key is a transponder that uses the key's battery to operate an RF transmitter that sends a rolling code.

Thanks for the help guys, I brought the key to batteries plus and found out the old battery was reading 0.01 volts. I have high hopes for programming success later.

It worked this time.
Remember to always check your key batteries with a voltmeter before starting the process.

may i ask what is FCC ID on your smart card?
I bought a smart CARD from ebay with HYQ14ABB.
I just found out key FOB is HYQ14AAB
