One has yellow zinc Dichromate plating and the other is zinc plated
The former is more durable finish ...but not as environmentally friendly plating process

I only replaced the top one next to the brake pedal then I tightened the most accessible one in the engine compartment and it made such a dramatic difference I stopped there. Super simple and quick! If you can't see the bolt just start the car and turn the steering wheel until you can. No more knocking or steering wheel shimmy in parking lots and over speed bumps!!!

I just ordered a new bolt from my dealership... they said both 90119-08560 and 90080-11555 part #s have been superseded lol. $4.56 from Kuni Lexus of Portland. Should have it in 2-3 days...

I think I also have the same problem. I was told the steering shaft probably needed to be replaced. This is much simpler option. I am definitely going to try just re-torquing the existing bolts.
