Hid question
That would depend entirely on how much of the lighting systems have been converted to the '04 versions (and really, how different they are to begin with). Take a look at some vehicle lighting guides to get an idea of what bulb styles you are working with and go from there, that would be my suggestion:
2001 Lexus LS430 Lighting Guide
2004 Lexus LS430 Lighting Guide
For what it's worth, it looks like both the 2001 and 2004 models already have factory HID Low Beams, although they use slightly different bulbs (D2R HID Bulbs for the '01 and D2S HID Bulbs for the '04). You don't really need a kit there since you've already got HIDs. Fogs are 9006 on both, so you have options there. DRLs it would depend - do you know if they run off the same bulb as the High Beams? If so, you need to be aware that upgrading those to LEDs (or HIDs - I wouldn't recommend this because of the warmup time for all HID lights, but some people do it) will make it so they are on at full power whenever they are engaged. Unlike halogens, most upgrading lighting is not able to dim in DRL mode.
Hope this helps,
