Headlight question...
I just replaced the driver's side ballast in my 02 LS430. I put everything back together and now the DRL doesn't come on. High beams and low beams work. I've inspected the bulbs and none seem to be burned out (I'm not super familiar with those D2R bulbs but the headlights do work).
I've seen it mentioned here that DRLs are just high beams running at 6 volts mine don't seem to operate this way as the main reflector is the one that is illuminated. The only time the high beam bulbs light up is when the I put on the high beams.
Here is a picture with my old working light, #6 you can see the DRL. #6 is also the low beam, #5 is the high beam .
Here is the back side of the headlight assembly that I was working on.
Can anyone tell me what might be the issue?

Are you sure that your main reflector isn't being lit up by the #4 bulb? That bulb is just like some kind of marker light or auxiliary light, but is just barely inside the main reflector.

If the high beam comes on, that means the bulb and power wires are good. Did you try releasing your parking brake? If your parking brake is on, your DRLs won't come on until you release the parking brake.

Also, I can't remember what the switch looked like on my '01, but make sure you don't have your headlights switched to "DRL off" on your turn signal stalk. As far as I can remember though, the DRLs in the '01-'03 models definitely used the high beams at lower voltage. And I'll second what Stan said about the parking brake having to be released for the DRLs to come on. Pretty sure the engine has to be running as well, that they won't turn on with the ignition just switched to "on" but not actually started and running.

Woops, My Bad.
Thanks y'all. I think I figured it out.
I was testing the lights with the car off. Corner lights come on but not the DRLs, those come on when the car is running.
The front corner light was burned out. I guess it does double duty as city light as well as a corner light.
