2008 GX 470 the telescoping steering wheel will not extend out it is stuck in the retracted position but you can hear the motor trying to do something. Steering wheel moves up and down with no issues.

 

I think the LS430 uses the same telescoping motor as the GX430 and they are prone to fail. They are a very unusual design. I replaced mine a couple of months ago myself.

Motors can be found online and the job isn't too hard if you have some mechanical skills. I'll post a link later with more info...
