The first one will look better on an LS430. However, I think that it would look better with exposed lug and not the caps. The caps are more 1990's if you look at the LS400, Supra TT etc.
You could use GS wheels with 10-15mm spacers and keep the OEM look. That would likely make them flush as an added benefit. The PVD chrome would be a different issue.

I don't believe there is an actual TPMS sensor. The car's computer uses data from the wheel speed sensors to tell if one tire is lower than the others.
The cheaper chrome rims reflect the quality of the chrome finish
All chrome is expensive to fix if it gets damaged or deteriorates with age. The most common problem spot is the surface where the spoke meets the rim. Often you simply cannot clean the tiny gaps well enough. After a while the rust sets in and it will spread from there (like cancer).
Less problematic is nice weather states but in wintery states the chrome wheels will loose its appearance really fast
