I must say that usually I do not cot rotors when doing brakes. If there is definite brake vibration I replace the rotors otherwise just replace the pads and any related hardware and seals as necessary.

I do not know if the lexus service manual even recommends cutting rotors, some manufactures do not.

I generally get good results with this process.

If there is no shaking or shimmy when braking, there is no reason to cut rotors. Why shave material off equating to maybe tens of thousands of usable life off. I've never in 25+ years of vehicle ownership ever cut rotors.

I don't get any shaking in the steering wheel, but when I brake it's the worse sound I've ever heard.
I figured it was the eBay drilled/slotted rotors so I figured I'd go back oem. Guess I used to driving the Acura which could use those type of pads and rotors. So should I try the new pads first before scrapping the rotors or just replace everything?

This kind of remote diagnosis is difficult but if it is 'the worst sound you ever heard' my guess is something is wrong. By that I mean something was not installed properly or has failed.

Did you do the install yourself? Do you have the equipment and inclination to see what is wrong ?

Do the rotors you installed have a right and left? Do the pads have an inner vs. an outer?

stay away from ebay rotors pads, if you cannot get the stock setup, go with OE similar like brembo rotors but always ceramic pads. not with that semi metallic crap

Decided to go with an OEM set of rotors and I'll try out some posi quiet pads and see how they go.

i used avic for my brake pads and they runs smooth . i talked to some parts guys and said they are exactly oem just different box.

Replaced them with oem rotors and pads, I also found the slide bolt that holds the pad was falling out. Pulled all the brake pads, they were about 75-80%. No more shaking Car rides like new.

The "worst sound you ever heard" was probably the loose bolt.
