Have to replace my engine - advice needed
Well, really... You can snitch 'em out to Japanese daddys and threaten with lawsuit. You may even get a new car out of it.
Even in Russia, inspectors from japan present at the dealership service stations almost all the time. And workers are very afraid of them, cos they can take away dealer status like that.

If Toyota give you any push back at all - ask for a meeting with the dealership owner and the service manager - let them know in that meeting that you are prepared to be somewhat reasonable given their gross negligence. But anything less than perfection going forward in what they will do for you will produce very bad results for them.
Ask them to deal in good faith to avoid a law suit, avoid having you contact Toyota HQ, and avoid you contacting a couple of the local consumer news reporters at the local TV news shows to tell them about a local Toyota service department that blew up the motor on your Lexus. The news caption could be "Local Toyota dealer service department destroys a Lexus". If the owner hears you say that with a stone cold business delivery, you should have his complete undivided attention.
You are not threatening them, keep 100% clear attitude that this is business pure and simple and you want no drama. Keep it cool, calm and professional but let them know that they should not even remotely entertain the notion of messing with you - cause you are a serious bad-*** bunny that knows exactly whats up and how to make this go 100% right - one way or the other...choice is theirs to make. Tell them exactly what you want (that's important and put it in writing) and give them 48 hours to respond to you in writing. Or its on.
