Default brakes pulsating

so i think my rotors need to be cut... my issue is how do i know which rotor is the one that needs the attention?

when i brake with firm pressure at over 40mph, i can really feel it at the pedal... does that suggest it is the fronts? or rears?

what does a shop charge just to cut the rotors? i'll probably end up taking the fronts off and doing them first...

pulse in:
pedal - rears;
steeting - fronts...
most reputable garages have thickness variance gage for rotors and easily able to detect warped one...

I had no brake pulsation when the dealer did both fronts and back at 65 k. I specifically asked them if they had to be cut with no vibration and was told yes but I have had minor pulsations at times since(135 k) . they just get to thin and have a real good chance of warping and if yours are warped now they will cut them even deeper and be even thinner, got the cash why screw around when you use and feel your brakes all the time.
