Will only go through about 20% of its former full range...any thoughts?

 

I also noticed lately that when turning off the ignition the wheel retracts but does not rise like it used to. After playing with it(on and off) i found that giving the wheel a slight push upwards, the wheel will then rise to the exit positon. Will work for a couple of sessions then start to act up again. Anyone? Anyone?
