Does the 430 have a idle air control valve like the ls400?

No, it has a step motor, in TB, computer controls the butterfly automatically.

I have this issue & it's getting on my nerves. Turn on lights & idle fine. Switch off dips down like hell. Any idea how to fix this.

Did you clean the 8 idle ports on top of the throttle body, located under the small rectangular cover and held down by some fasteners?
If you Google LS430 Idle ports the first image hit shows what I am talking about...
