Do the electronic CD service manuals that you see on Ebay cover the same material printed in the four volume books that list for 10 times the price?

I don't know about the Ebay manuals. There is a Toyota website that you can access for $10. I haven't done it but the posters on here who have spend $10 for a one day access and download all service manuals related to their car(s). Maybe someone who has used it will chime in or you can do a search.
