Default 2003 ls430

I am having the same issue I had a yr ago and when I changed the starter everything was fine.Made a mistake by installng a rebuilt from autozone.
No crank no start.I am not even hearing a click.I am up on a freaking hill at someone's street.Not sure if the neutral safetly switch is the issue with this hill.I tried starting in neutral to no avail.I am not getting power on any of the terminals on the starter relay.Where are the other fuses located for the starter?.I think there is a 30 amp and a 7.5 amp that I need to check.Jumping didnt help so I know it's not the battery.Windows and everything works
My question is should I not get power going to relay terminal?or power comes in only on START.No power with ignition on at the starter relay.
"STA" fuse in the engine bay on the driver's side is that also a starter fuse?

if you can locate the starter solenoid wire in the wire loom, you can test that. but my best is the Autozone starter, its pretty well know that parts store parts only last a very short time before needing to do the job again. learned this lesson the hard way myself, and now its 100% OEM everything for me. it costs more, but you only have to do the job once
