Help. Electrical problems. No dashboard lights, won’t shift out of park

I’m looking at purchasing a 2004 LS 430. The car has been sitting for a couple of years. It required a jumpstart but would die once you removed the cables. I was able to get it started and run with a new battery. The problems I had were

the elderly lady stated she had it maintained at a dealership and it has about 105k

I could not see the odometer
  1. The dashboard lights were completely dark.
  2. The driver's Seat does not move
  3. The shifter **** will not shift out of park unless I depress the special release button next to the shifter after pulling out a small cover and pressing a screwdriver in to the hole
  4. the car drives but acceleration was slow in the parking lot
I checked the fuse for the driver seat and it was good any advice?

should I stay away?

what should I check? What's it worth in as is condition ?

I worry that the car once had a problem of a reversed connection of a jump starting. I'd check all fuses first including fusible links.
