I am reaching 16.4 liter per 100 km which is I think too much ( city drive), currently I noticed when the car is not moving, the dash board mentioned that the current consumption is 99.9 Liter per 100 km.

When the engine is idling and the vehicle is stationary, you are getting Zero miles per gallon or, in other words, an infinite amount of fuel to go 1 kilometer. Since the guage does not show infinity it just shows the maximum the gauge will show with two digits, namely 99 liters/100 km. As soon as you start moving the current fuel economy will go down from 99 to whatever the current rate of consumption is.
16 L to go 100 km is roughly 4 gallons to go 60 miles or 15 miles per gallon which would be normal for city driving with this car..

I had both of these issues and then they resolved themselves and went back to normal. I believe this had happened to me after I changed batteries but can't be absolutely sure. Was this a sudden change? Maybe drive for a couple days and see if it corrects itself. Perhaps someone with more technical knowledge could weigh in. Since mine corrected I am constant at 14.4 per 100 km and the 99.9 hasn't resurfaced
