Ac shuts off and on
The negative battery ground cable terminates at a "stay" affixed to the AC compressor.
Oftentimes the stay and related hardware are corroded. Worth replacing.
Check all other grounds.
While at it, inspect the AC clutch bearing by removing the serpentine belt to determine if excessive play or noise.
Your cabin filter is present and not clogged?
Possibly a combination of issues.

My heater used to surge whenever I come to a stop (because of the brake booster coming on dropping the voltage and letting the alternator "catch up") & after checking the grounds, I noticed corrosion and loose connections. Either clean up the grounds using a wire brush and some vinegar, or purchase new, shiny bolts for your grounds. I went the cheap route and sofar it has helped immensely.

IIRC, you use the same Auto and Recirculate buttons to do the self-check on a 1998. Report what code(s) you have.
