I have a 1997 LS400, and while driving, I can get all the emissions readiness monitors to become active, except evap. Every time I shut the car off, however, they all reset. I have checked the fuses, and have also replaced the ECU relay under the hood. The car runs great otherwise, I just cannot get it through emissions. Not totally sure how to proceed from here.

 

perhaps the reset is normal when shutting off, but I am not entirely certain.
what are you using to read the emissions monitors?

 

I'm using my scan tool, and it also still fails emissions, stating that zero monitors are ready.
