1999 LS400 Slow "crawling" speed and slow idle speed in 1st gear.

I acquired a '99 LS400 with 236k miles on it. An issue I noticed is that when you put the car in drive, it does not seem to have much power in first gear without having to press on the accelerator pedal. It crawls very slow and the car slows down faster when it's in first gear than it does when it's in second. When I'm on a hill, the car will roll backwards slowly instead of holding itself there by the power of the transmission. Any idea what this issue could be? The transmission oil was pretty dirty and I did flush a couple quarts from the pan and refilled it but didn't notice a significant difference. Could it just be normal transmission wear from the mileage? I don't think the transmission has ever been replaced. It doesn't really affect the ride but it is noticeable. It does get better as the transmission warms up however.
