96 ls400 steering colum motor stops and goes

96 ls400 steering colum motor stops and goes
So i just picked up this car and the sterring colum would not come down so i did some research and flipped the gear around and it started working again but now it seems to work somewhat then stop then have to wait alittle bit and it will work again. Is the motor going bad?
