Default 1999 ls400 inner tie rod

Took my car to have the wheels balanced. This is what they said, they want 200 to do it. But is it diy possible? I don't know what to get partwise.

Also found out the timing belt, seals and water pump were done at 189k. It's now at 205k. Don't need to change again
