Question 94 LS400 security start inhibitor question

My 94 LS400 has been parked over a year with no battery. I just put a new battery in it and tried to start it with no success. The engine turns over, I can smell gas if I pump the gas pedal to much but I don’t seem to be getting any fire. I can only locate the spare valet key. The security light is not on or blinking but I am wondering if the failure to start could be because I am not using the other key. Did the 94 models have this feature and is this how it works? Engine turns over but will not start? Wanted to ask before I totally trash the house trying to locate that other key. Thanks

Not likely the key. Use this outline for trouble shooting:
