all of them, with an ordinary key, never tried it with a valet key, could be designed that way (my thinking)..
95 has no "chip", lockout, go get a regular key.
I have a '91, and have disabled the alarm system by grounding the green wire in the driver's footwell. By doing that, the feature that allows all 4 doors to unlock with the key in the driver's door key cylinder (by turning a second time) is also disabled. No idea why, but it is confirmed. If I undo the alarm-disabling-ground wire, that feature comes back.
I doubt the valet vs. regular key has any effect on your problem.
on 95-97 only the D/S window does this with the key. On 98-00, they made this standard on all 4 windows.

I saw on youtube that all of the windows slides down with oem remote by holding the unlock button (its toyota celsior). i can't see whether its 95-97 or 98-20 since he/she recorded from behind. Here's the video:

Its not possible. The 98-00 have a totally different body control module that controls the windows, even the harnesses are somewhat different between the UCF20 and UCF21 LS400s.
That car in the video is a 98+ you can tell by the center headrest on the rear seat.
