They might be interchangeable if you want to change the entire front one-third of the car. Many years ago, someone posted photos on this forum of a 95-97 LS400 on which someone had installed the front fenders, hood, front lights and bumper from a 98-00 LS400. I suppose the reverse could be done and the front one-third of a 98-00 LS400 could be altered to look like a 95-97 LS400.

Headlights also have different lenses, grille has a different design, but those kinds of parts will still bolt on. They will just look slightly different.

Most parts will work, but side body trim won't without swapping all parts, shifter is redesigned, cluster is different, ecu is different, alarm system is slightly modified, some engine parts are different like the fuel injectors, the EGR system, and the brakes are different.

I use this dealership's parts section to view/research/purchase parts: https://parts.lexusofroseville.com/
Enter your VIN, navigate to the category of parts in question, choose the part number and click on the "What This Fits" tab. It will give you a general idea of what parts fit across model years.
Just be aware that these online dealership parts sites aren't the easiest to navigate; sometimes the part you need isn't faithfully represented so you should confirm with the dealership or other trusted source. A wrecking yard is a good place to start as they should have access to a Hollander Interchange Manual.

As per my previous post, yes; however, you're going to need frame work to get everything to fit right and bolt on, because your radiator support is pushed in and your front bumper is also tweaked.
Fender trims will not fit. You will need to transfer yours to the new fenders.

Power steering change for LS 400
Hello recently my power steering on my LS 400 2000 model got damaged and doesn’t work. So I asked a workshop and after they looked at it they said that they couldn’t get the parts. So then I looked into the parts myself and found some for a 1997 model, so am wondering if that would fit mine.
The parts that I needed:
COOLER SUB-ASSY, POWER STEERING OIL, NO.
TUBE SUB-ASSY
TUBE SUB-ASSY, RETURN, NO.2
TUBE SUB-ASSY, RETURN, NO.3
BOLT, UNION
GASKET(FOR RETURN TUBE)
The parts that I needed:
