94 LS400 Driver's seat belt won't retract

My Driver's Seat Belt on my 94 LS400 extended fully and locked that way, Will Not retract. Can this be repaired? Or does the retractor (not sure of the Lexus OEM term for it) now need to be replaced?

remove the cover and retractor, there is probably something in it that needs to be removed, probably a freeby repair.

Yep just remove the cover. These things will eventually fail depending on the use. Mine are still OK but my rear 2 are replaced
