Cornering lamps don't light up

Cornering lamps don't light up
Am a new 1995 LS400 owner and am wondering if the light at the end of the fender (outside of the headlight) is supposed to function. Mine do not. Fog light inside of headlight works fine. I am used to the GM cars with cornering lights where there is a light that comes on in conjunction with the turn signal. Is this just a dummy or do these light up ???

OK so help me get all the front lights clear. I have a 95 if it matters.
Each side of the front has 4 bulbs in that headlight grouping? A 9003 low beam, 9005 hight beam, 9006 fog light and a cornering light? Does the cornering light stay lit all the time the headlights are on? Just when the turn signal is on? And whats the part number? Are they easy to replace?
