Default Steering ECU upgrade.

I noticed a steering ECU upgrade at a Lexus dealer site. It promises more responsive and precise steering.
Did anyone have this installed?
How much did it cost?
What did it do for the steering?
Would it work on 95-97 LS400?

The dealer wanted $130 for the chip

is it for the LS or the GS. I've heard of them for the GS but I didn't know they had any for the LS.
