Where does this thing plug in?

Driver's seat, 1995 LS400

I've got a seatbelt light on even when I'm fastened and there's nothing in my other seats. I think this thing is the culprit. It comes off the buckle and goes nowhere. Any ideas?

So then the other end must be hiding some place under the seat.
