Default 95 false abs every stop

I've got a 95 I just picked up. Having issues with a false abs stop and a false traction control at every take off. I assume it is a rear sensor issue as it acts up not only stopping but on take off. I've got a factory scan tool but of course no abs data. Pulled both axles today to check tone ring condition. Both are in perfect shape. I also cleaned them just to be sure that wasn't the issue. Sensors are both oem and don't appear to have ever been removed. Not sure where to turn next but replace both rear sensors until I found out how much they are each! Any insight would be great.

define what you consider a "factory scan tool"?

Tire size/front/rear? Any ECU codes or flashing trac? Trac was an option for '95, does yours have the trac off button on the center stack?

I have access to the tech stream factory scan tool. Same size front and rear 225 60 16. Yes it has trac and the trac button. The trac flashes on take off for just a second and then it shuts off. No codes.

Battery is brand new. Had this issue before and after battery replacement. The alternator is working as it should with proper voltage and amperage output under normal and extreme load conditions.
