LS400 Power steering problem

My 1990 LS power steering stops working below 700 RPM. At any RPM above it works just fine. Lexus rebilt the power steering pump 2 years ago. Any ideas what the problem is? Thanks

Does it make any noise with quick turns? If it does, its time for a new one. I dont recommend getting rebuild PSP.
