Default need help identifying component

I have a mechanical driven component that is making noise as it is moving.
I had to do some work on my ECT ECU because my car wasn't starting.
I got my car to start now but ever since I have been hearing this component make noise.
I'm trying to diagnose and fix the problem but I am unsure what the component is.
I circled it in the uploaded photo.
The car is a 92 LS400

Thanks in advance.

it's controlled by the climate controls above the radio. if the climate control is defective, it will try and open/close the valve making the noise (under the dash).
