Default air conditioning issue

Hey everyone,
I am a new owner of a 1996 moonstone pearl LS400, and I love it!!
I bought the car about a week ago, and everything seems to be great about it.
Only thing is, the ac does not work and summers in Las Vegas are no joke!
But, i need help.

I was told that the ac does not work due to the climate control panel having a short in it.
When pressing the ac button on the panel, it does not light up or respond. But when i press "auto" the ac button lights up and my vents blow air and the button responds to how strong i want the air to blow, but the air does not get cold. When the "auto" button is pressed, the ac button responds by the green light turning on or off when i press it, but the air never gets cold. When i select the off button, and then select the ac button , it goes back to being unresponsive.

I did a diagnostic by pressing the circulate and auto button, and the only codes that came up were
16, 21, (i was in shade) and 24, but i cant find the meanings of these codes.

Any help would be very appreciated. Do you guys think its just the climate control pane land the fact that the ac button doesnt work? I was told that button linked to the ac compressor to make the air cold, but i'm not familiar with these cars too much. The vents do blow air just not cold, thank you

If you are not familiar with AC systems it may be best to have a shop or mechanic check it out. There are several things that should be checked but they do require an understanding of the system: AC pressure switch, AC relay, AC clutch, sight glass indication, condenser fan operation, etc.

Does the green AC light stay solid or does it blink.

The AC could just need a recharge of RF-134a. I would get a cheap can of RF-134a at Walmart for 15 or so, add that into the system and see if that gets the compressor going.

It stays solid when it's on auto, but like I said if I don't press auto before I hit the ac button it won't light up.
I was thinking about just doing a vacuum and recharge
