Hello,
I don't know how to explain you this but i will try my best

I have 91 Lexus LS400 car runs smooth and A/C work just fine but there is one problem with the A/C system when i turn on the A/C it keeps running continuously even if it is too much cool inside it won't automatically Turn off for few seconds and turn back on.

I have seen in many cars that once it comes to correct temp A/C automaically disconnect and after few sec. back on again.

Is this normal to run continuously in LS400 or is there any issue with the system

Not normal, the internal cabin sensor would cycle the system to maintain proper set temps. I'm not familiar with the A/C cabin internals so perhaps another member can direct you to the sensor involved.

inside ambient temp sensor thermistor p/n 88625-50010 is a strong possibility, but you need to go through the troubleshooting procedure in the factory service manual to tell for sure.

there are 3 of these sensors on the car, one for inside ambient temp, one for outside ambient temp, and one for solar load

all are shown in the following diagram (each is marked 88625C)
