Power steering stiffness .... Help!!

99 LS400 Power steering stiffness .... Help!!

I am having this steering stifness with my 99 Lexus LS400 ... On start up almost 5min later (cold) , if I steer without moving, the steering gets stiff and almost hard to move , once I let go with brake and start to accelerate it gets smoother ... I checked the power steering fluid and it was dark brown , on the tip it seemed to be filled with liquid, it did'n't reach to the cold indicator and it was covering the gold indicator with the brown liquid ... The right seems to be less stiff than the left ... any suggestions what that seems to be ?
