Default A/C relay block

Having problems with air conditioner clutch engaging on my 94 lexus ls400, it will if jumped, installed a new relay still nothing, the terminal in relay block #1 has 12 volts to battery Neg when A/C engaged on climate control but there is no continuity between 1&3 when engaged... am I right in assuming #3 is the negative post.... if I were to connect a volt meter between #3 and the positive of the battery should I get 12 volts ???.... A/C unit is charged.. when clutch in engaged it does blow cold air. the heater on the car works fine
