LS400 AC compressor problem

I am just new here, but I have been reading a lot on your forum since I have purchased my 1994 LS400.
Last weekend I went to a garage for an AC service job.
They refilled the AC with r134a, but when they asked me to start the engine and turn on the AC, the engine stalled.
Now they drained the r134a gas again to be sure that this doesn't happen accidentally (if there is no pressure on the system, the magnetic clutch on the AC compressor doesn't activate, so the pump is in, let's say, idle mode).
I just read out the diagnostic code from the AC system and it shows #23.
This means "Pressure Switch Circuit", but does this also apply when there is no pressure at all, or only when the sensor is defective?
