Default 94 LS400 new-to-me problems

Just bought a 94 LS400. runs great, has some issues but not bad for what I paid.

anyway, im having an issue with NONE of the lights on the center console working, including the climate control and radio backlights. the climate LCD backlight works, but goes off when the headlights are turned on. The cluster works perfectly, doesnt flicker, gas gauge works, the fuses are good. also, both of my cigarette lighters dont work. (again, fuses are fine)

any idea? frustrating driving at night.

the other glaring issue, is the A/C doesnt work right, and the check engine light is on for code 13...
the light comes and goes. Notably, last night, it was off with the engine idling. when i push the A/C button, the engine revs up to 1000-1100 for about 5-10 seconds, then the a/c light blinks, the CEL comes on and the engine kinda sputtered and stalled ... I dont hear the compressor click or make any kind of noise. the engine doesnt slow down (as if the compressor is locked), it speeds UP, and then once the light blinks it drops off. What on earth would cause that?! any help would be appreciated. this is my 4th Lexus but my first 1UZ ive ever worked on.

Never heard of this problem before with cluster working and no other lighting working. Once the cluster is plugged in all the other lights will come on. Cluster unplugged, no lights.

at this point the fact I cant get it running right is much more important that some stupid lighting issues lol. I noticed the cluster flicker once or twice the other day... so im gonna pull it out and solder in some new caps, see if that helps.

this car is a lost cause. whoever owned it before me molested it. The A/C compressor is fine, but was wired wrong. spliced one wire and it works perfectly. that was the least of my problems. Some moron tried to superglue the Heater Control valve, its still leaking coolant after replacement, and i pulled the gauge cluster apart to discover someone had attacked it with a soldering iron. >.< theres too much crap wrong with it. gonna shine the leather and sell ittt. thanks guys
