Good question Billy.
Assuming it is an LS400 the first thing I would check for poor airflow is the pollen filter which will probably be unchanged for years and completely clogged up.
Also lift the hood and take a look at the air intake vents between the wiper arm spindles these also collect debris causing poor airflow.

I absolutely second the pollen filters. When I got mine, I just chose to check them out, and they were blocked completely solid. The were original, with 140,000 miles on them.

They definitely were disgusting. I had to get my small wet/dry vac with some homemade attatchments to suck up the garbage that was left in the blower housing.

rear of glove box, it's actually in your owner's manual believe it or not.

As for my 93 LS, they were located BELOW the glove box, but it was necessary to remove the panel below the dash to get access.

Instructions for changing it are in your owner's manual. The one on my LS400 was all clogged up when I bought the car. Easy fix, though getting the access panel back in place just right is a little frustrating.
