It sounds like all you need to do is find the version for programming that works for you,you have a lot of researching to do,when I researched i found 3-4 different ways to do it (but I didnt save them, sorry).Like one said to do the 5 door lock thing manually vrs door power switch, small differences that made it work for folks.Ive also read only 3 keys, then read 5 keys, then read a new key programming will delete an old key if you have too many already in computer.
Good luck, try some different variations on programming, and hope an expert shows up if you cant get it.

Yes,and there are several different versions on how to do it.Curious, does your master key have a flat ungrooved tip like pic above? Dont know if it matters, but it might help those who do to help you out.But what youve told us,your current master is all good.

Try these folks.Explain you need the new key programmed to be a clone of current master and see what they say.

The difference between Master and Valet keys on these are two-fold. One is the mechanical cuts, the other is the transponder chip.
For the mechanical cuts, Sin1UZFE is correct, Cut 8B makes the difference between a valet and master. For 10 cut Lexus keys, it's the groove on the top and bottom of the key that matters.
For the immobilizer's transponder chip, it depends on how it's programmed into the ECU/ICU. Watching the flashing security light, insert the key into the ignition. With master keys, the light will immediately extinguish. With a valet, the light will go solid for about 3 seconds, then extinguish. An unprogrammed key will continue to flash.
