Default Ls steering tilt issue

Steering problem
1993 Lexus LS 400 V8 Two Wheel Drive Automatic

The tilt steering wheel on my 93 ls400 will not tilt it is locked in the up (home) position and is driving me nuts, is there a way to relocate the wheel to a more neutral position so i can drive it without having to look over the steering wheel to see my gauges. It moves down every once in awhile but only a few degrees and not much to make any difference. Is there a way to relocate it and unplug the motor to prevent it from relocating?

I'm not having any problems with my tilt but, sometimes it sounds like it wants to give up.
