Can theft deterrent be bypassed?

Can theft deterrent be bypassed?
I have a 1993 LS400, recently reolaced the starter and now the car won't start. There is no fuel to the plugs or the coils. No fuel in the lines when disconnected. The car was recently purchased and i only have one key to it. Could it possibly be the theft deterrent system? If so, can it be bypassed? If not, I am open to suggestions. Car ran well before starter was replaced. Gas was put into the tank, the pressure was very high when cap was removed. Thanks in advance.
