Default Over heating 91 LS400 w/ pics!

Ok so I was driving down the freeway and went to Albertsons to pick up some things. I came back out and noticed the burnt coolant smell but didnt think much of it since most cars in Vegas have coolant issues. Anyways, I pull out and after a few blocks the temp gauge starts rising and stops midway between red and normal. So I proceed to turn the car off, coast, and stop in the middle lane, let it cool down, turn it back on and repeat until I get home which was a mile away (i'm trying my best not to blow the hg)
so i inspect the car and what do you know, its spraying some coolant from a crack on the tank. Is this the cause of my overheating issues or did it crack because something is not working properly, it overheated, then cracked the tank? I have some pics here hopefully they help. Also I would like to know which parts and part # I should start ordering. Thank you!
(side note: I just came from a trip to death valley in 120+ weather on Monday, good thing this didnt happen over there!)

Second picture, in the background, what's that coming out of your PCV hole?

Looks like a wad of tape or something
