A/C Control
Did this problem just start ... i.e. was the blower working properly until recently?
My first question when I hear about this problem is ... has this car ever had a dealer installed Lexus phone system? The Lexus phone system automatically turned the blower speed to low during a phone call. Sometimes the old phone systems go a little crazy -- even when no longer used -- and set the blower speed to low. Also, improperly uninstalling a Lexus phone system can make the blower operate only at low speed. If your car never had a Lexus phone system, then disregard everything I just said.

Are you having any idling problem with AC on?
1- Try to clean or replace the AC Air filter, ON UCF20 its located in
Instrument Panel Box Assembly passenger side.
2- INSPECT BLOWER MOTOR CIRCUIT
3-INSPECT BLOWER MOTOR CONTROL RELAY CIRCUIT
