Default Instrument panel

When my 1994 LS 400 is cold, the instrument gages do not work. After 20 - 30 minutes it turns on again. The dealer said that my "combo meter" is going out. To fix it at the dealer will cost about $850. Is there a way that it can be fixed for less?

Oh boy...before you get attacked...Please do a little searching to familiarize yourself with this very common issue.
