Default Headlight electrical issue

Driver's side headlight low beam went out about a month ago. I swapped bulbs and the problem..no low beam, but when I turn the high beams on the low will work in unison with the high beams which is normal. This morning my wife took it to work and I see thet my passenger side low beam is now not working, but when you hit the high beams all is working. What do you think it could be?

bulb is gone. 95-97 use an H4/9003 dual filament style bulb and it is possible for just ONE to go bad, so u lose either high OR low OR both

I thought the same, but put a new bulb in the driver's side with same results. Then I switched the bulb to the passenger side (when it was working) and it works. This morning the passenger low went out...need to verify it's the same situation when my wife gets home.

Verify there is current with a multimeter. There maybe a short in the circuit.
