Check Engine Light Code 13

I Have 92 Ls400,its Hesitates At About 35mph,like Gas Is Cutting Off,had The Check Engine Light Code Checked,code 13 States Check Speed Sencor Or Signal Plate And Check Valve Timing,could Anyone Let Me Know Where The Speed Sensor And Ne Signal Plate Is Thanks
