I have done it on a 97 LS400. I have to run out to a meeting right now but I will post a reply tomorrow on how to do it. You don't need to take the headlights out.

Ok so briefly. You will need to take off the front wheels. Then remove the front half of the fender water guard things on the inside of the fender. If you get your head right in there you will see four nuts the hold the back of the bumper on a metal plate. Take those off. You may see the bumper slightly separate from the side fenders. Then open the hood and you will see a few screws along the top. Remove those. You will then come across the dreaded plastic plug screws. These things are virtually impossible without destroying them. If you can get on the other side of them and squeeze the plastic anchors with needle nose pliers it helps. Also make sure that you unplug your parker/front indicators. I can not remember any other things to dismantle but if you give the bumper just a jiggle you will see where it may be attached. I hope this helps, I know it's a bit vague. I didn't remove my headlights though. Good Luck!!
