Default Check Engine: Code 25

1990-1994 Lexus LS400

code 25: Air–Fuel Ratio Lean Malfunction

anybody know what to troubleshoot?

mileage about 105k. everything clean..use all new parts.

im thinking its my engine ECU? clogged cats, y-pipe? <--anyway of testing?
cats heat up and start smelling and hear popcorn sounds.

have new ignition coils, spark plugs, spark plug wires, alternator, all 4 oxygen sensors (tested in spec. still) all new filters, fuel, air, oil, etc., getting fuel pressure and pump working. New MAF sensor, timing belt & water pump less than 20k ago.

runs rough cold..then check engine light pops up after 3 minutes.

Manual states that the main O2 sensors are being affected by the following:
1) open or short in main O2 sensor circuit.
2) Main O2 sensor
3) ignition system
4) engine coolant temp. sensor
5) blocked injector
6) volume air flow meter
7) loosr engine ground bolt
8) foreign object cought in valve
9) fuel line/injector leak or blocked
10) timing belt slipped
11) engine compression
12) ECM and or wire harness

any help is appreciated.

pop corn sound is normal..cats jus heating up...the only reason to worrie about that is when u get a cat ineffecy code in witch i believe obd1 does not have it.

in the lexus manual...i belive(with it not beeing in front of me) is a code for 1 of the o2's...i think it would be the first o2 left side...u need to read the fine print...i think its 1 of the 02s
