Default Parking brake adjustment 98 LS 400

My parking brake is not holding very well. Is there a cable that can be adjusted like the one on my Avalon or do I have to adjust the shoes at the wheels?

It might be worth checking the rear shoes, but the parking brake is adjusted a little at a time at the point where the petal cable pulls the twin cables going to each rear brake drum. This way they are adjusted evenly. Mine is about under the left side, follow the brake cables. It's a double locknut affair that is adjusted.
I always adjust the parking brake with both rear wheels off the ground. This way I can just engage it by one or two clicks and check for even drag on both wheels.

Parking brake pedal should click 5-7 times when fully depressed, and if not, adjust via cable adjuster.

Yes, located in front of the differential.

Parking brake on my 1998 does not release completely. I think it is just because of some rust build up but have to check it out. I guess JP never figured it out.

It might just be adjusted too much at the brake shoes, not the adjuster cable. You can try backing them off. Take the wheel off and you will see a small rubber plug on the brake rotor. If you take that plug out, turn the rotor so that hole is at the 6 O'clock position you can get a small screwdriver in there to turn the adjuster. I don't remember which way to turn it to back adjust them, someone will know and chime in.

Most likely, the problem is with the parking brake pedal assembly.

Some questions:
  • Does the parking brake hold the car in place if you leave your foot on the pedal?
  • Can you feel the parking brake apply after 5-7 clicks or does the pedal bottom out?
  • Does the pedal lock in place at any point in its travel?
TBH, I don't hear nor feel any clicks when applying the parking brake in my car. Yet the pedal ratchets and holds. Maybe I'm just getting deef.

The pedal goes down some, but no clicking and will not stay down. The brake does hold if I keep my foot on the pedal.

This shows the parking brake assembly that paulo57509 mentioned.

It must have something to do with the release cable for the pedal. How does the release cable feel? Is that kinked to where it could be not engaging and releasing the brake at all times?
