I'm looking to have it redone to maintain the factory look of the car. Some say vinyl while others say paint. Which is it?

It comes in both. You just have to figure out which one by feeling it down with your fingers.

I don't think the pen stripes were done at the factory - they were probably dealer installed. Mine, like others I have seen, had little Lexus logos. I pealed my pin stripes off in about 30 minutes after carefully heating them with a hair dryer. I polished off the glue residue with car wax.
