muffler tips

I like the way the 04 shows the muffler tips and I would like to know if there is a way to semi create the same effect with the 01-03 ls?

The simplest way would be to cut larger openings on the rear bumper and either bolt-on tips to the stock one, or ( if you know an economical shop) buy nice chrome tips and weld them on.
